Djibouti, June 19, 2004 (SL Times) – The UN Secretary General’s
representative for Somalia, Mr. Winston Tubman in an interview with
the BBC’s Somali service on Friday confirmed that Somaliland was not
a party to the current negotiations being held on Somalia at
Mbagathi, Kenya.

Mr. Tubman was quoted by the BBC as saying discussions underway in
Kenya have so far focused on Somalia but not on Somaliland.

The UN envoy stated that there was general agreement among the
international community that the Mbagathi peace process shouldn’t
interfere with the Somaliland situation. He pointed out that the
international community believes that the stability and tranquility
achieved by Somaliland should not be undermined.

Mr. Tubman stressed that the future government of Somalia, to be
formed at the Mbagathi talks, shall negotiate a settlement of
differences with the government of Somaliland.
