On 15 May 2008, the term of office for Somaliland 's president expired without preparations being in place for a new election. For a few weeks the territory teetered on the edge of a constitutional and political crisis, as political parties argued about what to do, and donors threatened to withdraw their support for the electoral process.
Rather than resort to force, however, the parties agreed to refocus their efforts to register voters and prepare elections. A new schedule calls for presidential elections to take place by April 2009 and local council elections to follow soon thereafter.

Mr President
1. This is my third presentation to the Security Council since taking office more than nine months ago.
2. During my first presentation on 17 December, I proposed three options to the Council to address the Somali crisis. The first option was to continue “business as usual” with massive assistance including humanitarian aid as we have done for the past 18 years. During the last ten years, the official amount of assistance given to Somalia is in the vicinity of 6 – 8 billion dollars.

| Now that the Djibouti-Eritrean skirmishes have slowed down, it perhaps time to take some preliminary stock of the situation. The first thing that one notices about this war is that it came as a surprise for many Horn of Africa watchers. More importantly, the war seems to have taken the Djiboutian government by surprise. Our detention centers and prisons here in Somaliland are all in poor conditions. These centers are devoid of any entertaining programs which may relieve the prisoners from the heavy burden of stress as their freedom is denied to that extent of confinement. And such these entertaining programs that the prisoners lack are the swimming training, computer courses, football matches and cinema performance. So not only, the prisoners will be able to break the daily routine in the prison but also they will create friendship among themselves while making use of these entertaining programs. But unfortunately, none of these programs are available in our jails.

The Israeli government has been practicing and perfecting the art of ethnic cleansing since 1948 right under the nose of the world and no one has the power or the guts to do anything about it.
In 1948 the UN General Assembly passed Resolution 194 on the question of Palestine , which "resolves that refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return..."

The sorry state of Somalia has been regularly in the headlines in recent years. Reports have chronicled the rise to power in Mogadishu of a group of Muslim extremists calling themselves the Islamic Courts Union (ICU), their subsequent ejection by Ethiopian troops, and the repeated failures of peace conferences to reconcile the country's many factions. As media across the world also reported, the fighting and chaos in late 2006 and early 2007 even prompted U.S. military intervention.
