FIDH strongly condemns the suicide attacks perpetrated today in Somaliland and Puntland, killing at least 28 people and wounding dozens.
Three car-bomb suicide attacks targeted the government office, the United Nations compound as well as the Ethiopian embassy in Hergeisa, Somaliland . In the semi-independent region of Puntland,, two other attacks targeted a building of the intelligence services in the city of Bossasso .

NAIROBI , Oct. 27, 2008 — A spate of high-profile hijackings by Somali pirates has spurred western navies into action but experts argue that a handful of warships can do little to stamp out the lucrative piracy business.
An Italian destroyer as well as British and Greek frigates arrived in the Gulf of Aden last week as the front guard of NATO's anti-piracy Operation Allied Provider.

BRUSSELS , Oct. 27, 2008 — NATO says one of its warships has successfully escorted a cargo ship to a port in Somalia in the first such mission since the alliance's flotilla arrived off the Somali coast.
NATO Secretary-General Jaap de Hoop Scheffer said Monday that the warship accompanied a vessel taking supplies to the U.N. peacekeeping mission in Somalia .
NATO's flotilla arrived in the region on the weekend.

NAIROBI , Kenya , Oct. 27, 2008 -- NATO warships safely escorted a cargo of supplies through the pirate-infested waters off Somalia today and hijackers holding an arms-laden Ukrainian vessel said its operators do not want to negotiate for the weapons.
The NATO escort for a ship supplying African Union peacekeeping troops in Somalia was the first such mission for the alliance's seven-ship flotilla, which arrived in the region over the weekend to conduct anti-piracy patrols and guard World Food Program aid shipments.

| NAIROBI , October 27, 2008 (Itar-Tass) -- The Somali pirates who seized the Faina ship and took the crew hostage have threatened to kill the hostages and set the ship on fire if no ransom is paid within 24 hours, Somali radio said on Monday. The hostages have been suffering from food shortages, it said.

A statement issued yesterday said five presidents from the Inter-Governmental Authority on Development (IGAD) also called on the Somali parliament to “finalize the drafting of the Somali constitution and enact electoral and parties laws within six months of the issuance of this declaration”.

Most of the casualties were in the Somaliland capital, Hargeysa, where the presidential palace, Ethiopian consulate and UN offices were targeted.
Two suicide attackers also killed six intelligence agents in their offices in neighboring Puntland, the region's president says.
